DSMRE Field Services reclamation inspectors identify locations with MRP map

The Division of Mine Reclamation and Enforcement (DMRE) is responsible for inspecting all surface and underground coal mining permits in the state to assure compliance with the 1977 Federal Surface Mining Control Act (SMCRA).

The division is also responsible for regulating and enforcing the surface mining reclamation laws for non-coal mining sites in the state, including limestone, sand, gravel, clay, shale and the surface effects of dredging river sand and gravel. All mining operations are inspected on a regular basis to make sure the operations are mining according to the plan approved by the Division of Mine Permits. A Division of Mine Reclamation and Enforcement inspector regularly checks the reclamation process to assure the land is properly backfilled and graded and a vegetative cover is established. The DMRE inspector is always on the alert to protect the areas surrounding the mine site from environmental impacts of the mining process. The division also responds to concerns from citizens and emergency situations such as landslides, loss or degradation of water, etc., in an efficient and timely manner. The central office coordinates the activities of its regional offices through policy, procedural guidelines and by providing technical assistance.

The regional offices, located in Madisonville, Pikeville, London, Prestonsburg and Middlesboro, are staffed by inspectors with backgrounds in various fields associated with mining and reclamation. These inspectors, with advanced education in areas such as engineering, biology, geology and forestry, must examine each mining operation, collect soil and water samples, check the area's degree of slope and determine if backfill areas, sediment structures, access roads and revegetation are in compliance with state regulations. Mining laws require that at least one inspection of an active site be conducted each month. These mine inspections occur without prior notice to the mine operator.
 
The Administrative Support Section, the Bond Release and Forfeiture Section, and the Assessment and Records Section also provide vital support in the efficient operation of the division.
